Witnesses

The Witnesses operate in pairs one Reader one Soulbound. They are the chroniclers of the Empire and are official Witnesses to any official documents. The Readers use candels created by alchemists to store their Intent, when they witness anything significant. They later burn those candels and relife the moments when they stored their intent. They are a neutral Fraction
